According to various reports from users on reddit, Microsoft forums, and Microsoft Support after installing the latest January update on their Windows 10 PCs Microsoft Photos app does not open or throw a dialog box with an error message i.e. File System Error (-2147219196).
Although the majority of the reports about this issue are for the Microsoft Photos app, it’s not limited to it. It seems like the latest update has broken all the Microsoft apps that come pre-installed like Calculator, Movies & TV, Feedback Hub, Paint 3D, and 3D.
After checking the reports it seems like the majority of the users seeing the same error message are running Windows 10 on older processors, such as Core 2 Duo, Intel Quad, or AMD Athlon, as there are no reports from users with PCs running modern processors
So the question is Why Microsoft Photos and other apps are not Working in Windows 10? One of the Microsoft employees on this thread confirmed that:
