After investigating the issue, it seems like Windows 2018 October update has fontback or font substitution issues where the system misses to replace the missing characters.

In case, you’re already using the latest version of the video card; then you need to uninstall the driver and reinstall once again.

Updating the video card driver will refresh the font cache and font fallback settings, which in result fixes the font issue bring everything back to normal.
